Depending on where you want to live, the cost will vary. An OK 2 bed property which is not a high rise on a long term basis can vary between 400€ a month and 1800€ a month more or less depending on the location.
You can definitely get long lets. There are many people who have invested in several properties and would be happy to have a guaranteed let in one of their properties.
You need to look on the following websites:
    http://www.segundamano.es
    http://www.loquo.com
    http://www.idealista.com
    “Alquilar” means “rent”
In the Costa del Sol in specific, you can live as cheaply or as expensively as you like because Marbella is quite expensive for example but some other areas have cheaper alternatives.
I would definitely recommed living in Spain as the quality of life is better so you get more for your money.

It would depend what area you wanted but most 2 bed apartments are between (on average) €600 – €800 per month in the Calahonda/Riviera area which is midway between the towns of Fuengirola and Marbella. It is possible to get long lets. Have a look at the local newspaper as that has lots of properties for rent and you will find them headed under each area e.g Fuengirola, Mijas Costa and Marbella etc. That will give you a good idea what is out there.
