I don’t know about Romania but I can tell you how does it work in Bulgaria. Foreigners can buy property there, but when there is a land included, the foreign citizens have to register a company in Bulgaria. As soon as the company is registered, any property in Bulgaria may be purchased to the company name.
But if you want to buy an apartment, it’s not necessary to establish your own company or else.

It may be expensive but the only way you can protect yourself is to deal with a licensed professional in Bulgaria.

Usually depends on the laws of specific country. I would suggest you search for one of those expats websites like http://www.expats.ro/ and try to email the guys that run the site.
